Describe the steps taken in the re-establishment of the East African community in 1999.

The re-establishment of the East African Community (EAC) in 1999 was a significant milestone in regional integration. Here are the key steps taken:

  • Initial Discussions: The process began with discussions among the leaders of Kenya, Uganda, and Tanzania. These discussions aimed to revive the cooperation that had existed before the collapse of the original EAC in 1977.
  • Formation of the Permanent Tripartite Commission: In 1993, the three countries established the Permanent Tripartite Commission for East African Cooperation. This commission was tasked with laying the groundwork for the re-establishment of the EAC.
  • Signing of the Agreement: In 1996, the leaders of Kenya, Uganda, and Tanzania signed an agreement to revive the EAC. This agreement outlined the principles and objectives of the new community.
  • Drafting the Treaty: The drafting of the Treaty for the Establishment of the East African Community began in 1997. This treaty was designed to provide a legal and institutional framework for the new EAC.
  • Public Consultations: Extensive public consultations were conducted to gather input from various stakeholders, including government officials, business leaders, and civil society organizations. This ensured that the treaty reflected the interests and aspirations of the people of East Africa.
  • Signing of the Treaty: On November 30, 1999, the Treaty for the Establishment of the East African Community was signed by the presidents of Kenya, Uganda, and Tanzania in Arusha, Tanzania.
  • Ratification: The treaty was subsequently ratified by the parliaments of the three countries, making it legally binding. The treaty entered into force on July 7, 2000.
  • Establishment of Institutions: Following the ratification, various institutions of the EAC were established, including the East African Legislative Assembly (EALA), the East African Court of Justice (EACJ), and the EAC Secretariat.

These steps laid the foundation for the re-establishment of the EAC, which has since expanded to include additional member states and continues to promote regional integration and cooperation.
