High carbon dioxide levels in the tissues cause a shift of the oxygen dissociating curve to the right.
This is because carbon dioxide reacts with water to form carbonic acid which dissociate of liberate hydrogen ions into plasma. The hydrogen ions stabilize deoxybaemoglobin and therefore encourage the conversion of oxyhaemoglobin to deoxyhaemoglobin, so reducing haemoglobin affinity for oxygen.
